State Officials Provide Advice For Preventing Mulch Fires

first_imgSTOW, MA — “Every year around this time, we experience many fires started by cigarettes tossed into piles of bark mulch, which is combustible and can easily catch fire,” says State Fire Marshal Peter J. Ostroskey. “We are asking smokers to dispose of their smoking materials responsibly in order to prevent fires. Don’t toss cigarette butts into mulch or a pile of dried leaves.”“Businesses and homeowners that are sprucing up their landscaping should also provide and maintain safe receptacles for disposing of smoking materials so that people won’t start fires by tossing cigarettes into the mulch,” said State Fire Marshal Ostroskey, “Metal containers with sand are best.”“If you see a smoldering mulch pile, please call 9-1-1 so the fire department can make sure it is truly extinguished. Mulch can smolder for a long time before erupting into flames,” said Ostroskey.In the past five years (2013 – 2017), there have been 231 fires that started in mulch and spread to buildings. These 231 fires caused one civilian death, one civilian injury, 16 fire service injuries and property damages of $10.2 million. Fires that start on the exterior of buildings are usually not detected early, and by the time they enter the building to trigger a fire alarm, smoke detector or sprinkler system, the fire is already large. Fortunately, many mulch fires are caught and extinguished before spreading to a building or motor vehicle.Mulch FireFactorOn the Department of Fire Service’s website, there is a Mulch FireFactor, an educational hand-out in both English and Spanish on mulch fire safety and the Fire Code. It can be used by fire departments to educate the community on the regulation and for building managers, landscapers and companies that store and sell mulch, to educate their staff.Nurseries, Landscapers and Property Managers Need to Know the RulesFire officials want to remind building owners, property managers, nurseries and landscaping companies about the proper placement and storage of mulch in order to prevent these types of fires. Ostroskey said, “It’s important for mulch storage piles to be 30’ apart to keep fires from spreading.”Keep Mulch 18” Away From BuildingsHere are some tips for property managers and building owners on how to prevent mulch fires:Keep wood mulch 18” away from combustible exteriors of buildings such as wood or vinyl siding and decks. Don’t put it right up against the building.Use materials such as pea stone or crushed rock for the first 18” as a barrier around the foundation of the building and around gas and electrical meters.Provide proper receptacles for smoking materials.State Fire Code on Mulch ApplicationThe Comprehensive Fire Safety Code (527 CMR 1.00, section 10.14.10.4) prohibits the new application of mulch within 18” around combustible exteriors of buildings, such as wood or vinyl but not brick or concrete. Residential buildings with six units or less are exempted from this regulation, but all homeowners may also wish to adopt these safety practices. The regulation applies to all other buildings including commercial properties.Storage and Manufacturing of MulchThe regulation (527 CMR 1.00, section 31.3.6.4.3) also has safety requirements for those who store or manufacture mulch. It limits the size of mulch piles and requires a distance of 30-feet between piles and 25-feet from the lot line. Large piles of mulch can easily spontaneously combust with all the heat they generate, so it’s important to be vigilant and employ good housekeeping. The distance between piles prevents a fire from easily spreading to another pile or to a building.Permits Required to Store 300+ Cubic Yards of MulchPermits are required from the fire department wherever more than 300 cubic yards of mulch is produced or stored.Arlington Fatal Fire Destroyed 36-unit Apartment and 6 CarsOne of the most destructive mulch fires in Massachusetts occurred on May 5, 2015 in a large Arlington apartment complex. One man died in the fire started by smoking materials discarded in a mulch bed, which spread to a car, then to a building. Thirty-six apartments and six cars were destroyed. China sends notice to WTO and EU cheap exports soon to be

first_imgChina has served notice to World Trade Organization member,s including the European Union and the United States that complaints about its cheap exports will need to meet a higher standard from December 2016, a Beijing envoy said at a WTO meeting.Ever since it joined the WTO in 2001, China has frequently attracted complaints that its exports are being “dumped”, or sold at unfairly cheap prices on foreign markets. Under world trade rules, importing countries can slap punitive tariffs on goods that are suspected of being dumped.Normally such claims are based on a comparison with domestic prices in the exporting country.But the terms of China’s membership stated that — because it was not a “market economy” — other countries did not need to use China’s domestic prices to justify their accusations of Chinese dumping, but could use other arguments.China’s representative at a WTO meeting on Tuesday said the practice was “outdated, unfair and discriminatory” and under its membership terms, it would automatically be treated as a “market economy” after 15 years, which meant 11 December, 2016.All WTO members would have to stop using their own calculations from that date, said the Chinese envoy, whose name was not given by a WTO official who spoke to reporters about the meeting.Dumping complaints are a frequent cause of trade disputes at the WTO, and dumping duties are even more frequently levied on Chinese products.In September alone, the WTO said it had been notified of EU anti-dumping actions on 22 categories of Chinese exports, from solar power components to various types of steel products and metals, as well as food ingredients such as aspartame, citric acid and monosodium glutamate. The EU was also slapping duties on Chinese bicycles, ring binder mechanisms and rainbow trout.From the end of next year, such lists would need to be based on China’s domestic prices “to avoid any unnecessary WTO disputes”, the Chinese representative said.More than 20% of the 500 disputes brought to the WTO in its 20 year history have involved dumping, including several between China, the EU and the United States in the last few years.last_img read more

And Governor Abbott said mitigation is the key word.“Now we have said from the very beginning that as we rebuild, we wanted to do more than just rebuild like it was before. We wanted to rebuild in a way that would reduce future risk to property and to lives.” Abbott said about $500 million in hazard mitigation funds is expected to be available immediately, and the $5 billion in community block grants could come from Housing and Urban Development as early as next month. Federal, state, county and city governments are encouraged to submit ideas to help mitigate future flooding. Turmoil in Lacks Family Shadows Premiere of Oprah Movie

first_imgLawrence Lacks has no personal problem with Oprah Winfrey or her interest in the life of his mother, Henrietta Lacks, donor of the now world-famous immortal HeLa cells. In 1951, a doctor at Johns Hopkins Hospital took samples of Henrietta’s cervical cells without her knowledge or permission. Lacks, his son Ron, and the entire family attended “the meeting” as Lawrence calls it, with high hopes. Oprah Winfrey purchased the rights to Rebecca Skloot’s book on Henrietta Lacks and the medical miracle of the HeLa cells, “The Immortal Life of Henrietta Lacks.”  HBO and Winfrey first announced the film project in 2010 and visited the Lacks family in 2016 before the start of filming.“She offered $50,000 to be split among the entire family but we would have to sign an agreement,” Lacks said.  Lacks said the HBO agreement contained multiple limitations on his right to “speak freely about my own mother” and declined to sign. Ron and his entire family declined as well.In a recent interview with the New York Times, Winfrey mentioned her disappointment in not having the cooperation of Lawrence and Ron to sign on to her portrayal of their family in her upcoming film.“We offered them to be consultants on the film, but a small portion of the family didn’t want to be a part of it,” Oprah told the paper referring to Lawrence, Ron and other family members who did not sign the lengthy HBO waiver of rights.Ron said that three family members, including his uncle David “Sonny” Lacks, signed the HBO agreement. “After attorney’s fees, they only received about $4,000 each,” Ron said questioning the value of being legally bound to Winfrey’s adaptation of the Henrietta Lacks story.  (David Lacks suffered a disabling stroke in 2015.)Lawrence Lacks said he informed Winfrey’s HBO attorney that he had already established an estate in the name of his mother and questioned why Winfrey was connecting with individual family members rather than going through the estate.  HBO, according to Lawrence, has not responded.“My dad felt it was important to get a handle on all this that was going on with my grandmother,” Ron Lacks said.“I can’t understand since we have the estate in place that they would simply go around me,” Lawrence Lacks said of Winfrey’s decision to sign on with individual family members.A matter of respect Lawrence Lacks says he is not trying to be difficult. He is a soft-spoken, reflective man, but becomes resolute in affirming his mother and her legacy.  The 82-year old Lacks is proud to be the patriarch of his family, and proud of the singular contribution his mother has inadvertently made to science.The encounter with Oprah and the HBO Production team is simply one of a number of troubling exchanges Lacks has had with medical and corporate entities who have become interested in the Lacks legacy over the last 40 years. He characterizes these exchanges as “disrespectful.”  Lacks has been amazed at the gulf between his world as Henrietta Lacks’ eldest son and the interests of Hopkins, Skloot and HBO.Bobette and Lawrence Lacks tried repeatedly to connect with Hopkins Hospital through the 1970’s and the 1980’s.  After Bobette’s chance encounter with a doctor at Hopkin who mentioned the HeLA cells project in 1975, they tried every way they could to obtain information about the HeLa Cells Project, Henrietta’s medical care, about the unsettling images Lawrence remembered from his youth – of multiple white doctors in his mother’s hospital room – the Colored wing at Hopkins.“My wife was up there at Hopkins almost every week trying to get them to tell her something,” Lacks said about Bobette’s relentless efforts to seek details about the HeLa Cells project.Then, in the late 1980’s-early 1990’s Rebecca Skloot started contacting the Lacks family. She also curiously gained access to the plethora of detailed medical records and information from Johns Hopkins that unlocked the mystery behind the HeLa cells for research on her book that was ultimately published in 2010.Most of the information in Skloot’s book and, ultimately, in Winfrey’s upcoming HBO portrayal about the Lacks family came from interviews with Deborah Lacks, Lawrence’s younger sister.  Deborah, who died in 2009 before the book was published, served as Skloot’s guide to members of Henrietta Lacks’ extended family in Virginia.Deborah, who would have been a child when her mother died, was interested in Skloot’s book because it provided a window to her mother’s life and the mysterious information about the HeLa cells – a window denied to Lawrence Lacks and his wife in the years they sought to gain the same information from Hopkins that Skloot used to publish and profit from a New York Times best-selling book.“Deborah was always asking me about our mother, always asking me about the family,” said Lawrence. He shared information and photographs with Deborah that she ultimately passed on to Skloot.  Lacks said he never saw a copy of the agreement Skloot made with his sister and when he asked Skloot for   the agreement after Deborah’s death, the author did not respond.“After all of that information she got from my sister, she didn’t even come to Deborah’s funeral,” Lacks taking said.  Skloot’s book documents the fact that the relationship between her and Deborah had cooled.  “Dale (Deborah) knew she was being exploited,” Ron Lacks said.Skloot did not respond to a request for a comment on Lack’s allegations. Her publisher, Crown Publishing Group , said in a statement, “In advance of the book’s publication, Ms. Skloot provided multiple copies of the manuscript to members of the Lacks family and solicited their comments and corrections, which were subsequently incorporated in the book. Lawrence Lacks consented to be interviewed by Ms. Skloot during her reporting and attended meetings with Ms. Skloot and other family members at which the contents of the book were discussed at length. The manuscript also went through an extensive fact checking process, and we fully stand behind it. Mr. Lacks, who reportedly acknowledged that he has never read the book, has made statements about The Immortal Life of Henrietta Lacks that are baseless and inaccurate. A better story needs to be toldBoth Lawrence and Ron Lacks believe there is more to the legacy of their mother and grandmother, Henrietta Lacks. Lawrence remains unsettled by Johns Hopkins’ denial of any responsibility for harvesting Henrietta’s cells without her knowledge or consent.  Johns Hopkins has repeatedly indicated that today’s informed consent standards, which would have protected Lacks, were not in place in 1951.“It’s a real story and they could have come and got it from her son who watched Henrietta all the way to her death bed,” said Ron Lacks about his father.last_img read more
